In 2014, the Obama administration, along with Vice President Joe Biden tried to support the new government of Ukraine diplomatically. Joe Biden personally traveled to Ukraine and urged the government to reduce its dependence on Russia for the supply of natural gas. He also promised that the US would help to provide technical expertise for the expansion of domestic production of natural gas. In the very same month, Biden’s son Hunter Biden joined the board of directors of Burisma Holdings, the largest non-governmental natural gas producer in Ukraine. Nothing has been done illegally in the conversation with Ukraine. However, things started to turn worse once Trump assumed office and Volodymyr Zelensky was elected as the new President of Ukraine.
President Donald Trump, along with his personal attorney Rudy Giuliani has been urging the Zelensky to investigate the Burisma deal and the probable involvement of Joe Biden and his son Hunter Biden. Giuliani also said that the investigations would help Donald Trump and the President of Ukraine will have full support from the Trump administration. It is also alleged that Donald Trump placed a hold on military aid to Ukraine. The Wall Street Journal claimed that Trump had urged Zelensky for about eight times to speak with Giuliani and investigate Biden’s son. Donald Trump acknowledged that he talked to Ukraine's President about Joe Biden. He said, “we don’t want our people like Vice President Biden and his son creating the corruption already in Ukraine.”

The controversy broke out when a whistleblower of the Intelligence community registered a complaint, but it was not forwarded to Congress as it was blocked by the White House and Department of Justice.
